Google doesn't want you to build links. It wants you to have backlinks by itself. You don't build backlinks and not even ask anyone to link you back.

What Google recommends, publishing your content and waiting for people magically link to your magnificent piece of content.

This approach would work very fine in a very ideal world. This approach would definitely help Google's business model.

Not building any link and solely depending on content is not a very effective strategy.

On-page SEO is very important however it is only one side of the equation.
